What is an elective payment (also known as an 'elective pay' and informally as 'direct pay')?

Elective pay enables specific entities to benefit from clean energy tax credits, including tax-exempt organizations and government agencies that usually can't claim tax credits because they don't owe federal income tax. These entities can treat the credit amount as a tax payment and receive a refund for any overpayment.
