Our foundation was established in August 2019. How do we file our 990-PF?

As an organization established in August 2019, you must file Form 990-PF electronically to the IRS.
 
As per IRS instructions, an organization with the tax year beginning on or after July 2, 2019, must file Form 990-PF electronically. Electronic filing requirements have not changed for Form 990-PF filers with tax years beginning before July 2, 2019 (which includes the calendar year 2019 Form 990-PF).
